To get government or European money it is often a requirement that partnerships are formed and that management and a `matching` sum of money are found in the local community.

To attract substantial funds the plan also had to embrace the social aspects of regeneration - health, education, employment and transport.

West Lindsey District Council helped develop MRDT and brought in other partners to form the Rural Tourism Development Area Partnership (RTDAP).

All the partners committed cash or time to 'match' the funds being applied for and a clearly written plan was prepared for each project detailing what the 'outcomes' would be.

WLDC became the 'Accountable Body' (a clearly defined trustworthy organisation that has the systems in place to manage large sums of money and bankroll projects) and bids were made to emda (East Midlands Development Agency) and 'Europe'.

Both bids were successful thanks to the hard work and professionalism of Kevin Swallow and his WLDC team.
